Can Enquiry Forms displayed on content managed web page areas allow public guest users to upload files?

Thread In the Enquiry Form Editor, there is the option to add a File Upload element which I want to use for a website where the user needs to submit product details with an image. Does the File Upload element work for the public guest user?
