Why is a user unable to delete a basket within the Basket Selection content managed web page area when the $delete_basket_onclick$ hook is embedded in the area

Thread On a content managed web page containing a Basket Selection area, when the user views a list of baskets in the area, then tries to delete a basket by clicking on a button that has the $delete_basket_onclick$ hook embedded within the area's Basket Selection Record format, nothing may happen, why would this be the case?
