After a user redeems a product deal with the deal offer set to "Buy Over X Product Quantity For Y Percent Off Freight Surcharge" why is the surcharge not being discounted

Thread A issue was reported where a product deal was redeemed by a user where the deal's offer was set to "Buy Over X Product Quantity For Y Percent Off Freight Surcharge", however when the user proceeded through the order checkout process the freight surcharge set against the order was not being discounted. So what is missing?
