If a deal is redeemed via promotion code and has the offer type "Buy Over X Price Of Basket Total (Ex. Product Redeemed), Get Product For Y Percent Off Price" why aren't existing products in the basket having the deal automatically applie

A question was asked where if a product deal was set up with the offer type "Buy Over X Price Of Basket Total (Ex. Product Redeemed), Get Product For Y Percent Off Price" that has the Redemption Mode set to "Redeemable With Promotion Code", then if a user adds products to basket, then enters a promotion code within a "Redeemable Deals and Vouchers Form" area, why doesn't the deal automatically apply to all products in the basket if the basket total is over the deal's threshold?
